Operational Readiness, Turnover & Commissioning

Connect project delivery with a controlled transition into operation.

A completed installation is one part of operational readiness. People, systems, information and operating arrangements must also be ready for the next step.

Sand Hill connects those requirements throughout project development and execution. We establish readiness priorities, coordinate turnover and commissioning activities, and help owners prepare their resources to operate and maintain the completed asset.

This work begins well before construction completion. Early attention to operating requirements, system boundaries, information needs and acceptance conditions creates a clearer path from project execution to the intended operating outcome.

Operational Readiness, Turnover & Commissioning

When to engage Sand Hill

  • You are developing a new facility, expansion or modification and need operating requirements reflected in the project plan.
  • Construction, commissioning and operating teams need a common understanding of system boundaries, responsibilities and sequence.
  • Multiple suppliers and contractors must contribute to a coordinated turnover and start-up effort.
  • Owner personnel need system-specific understanding and preparation for operating and maintenance responsibilities.
  • Physical progress is visible, but the information, resources or conditions necessary for the next operating step remain uncertain.
  • Outstanding work, documentation and contractual requirements need coordinated resolution before acceptance.

What we do

Define readiness early

Translate the intended operating outcome into readiness requirements. Connect technical, organizational, information and contractual considerations with project development and execution decisions.

Plan turnover around systems and dependencies

Establish system and subsystem boundaries, responsibilities and turnover sequence. Integrate construction completion, commissioning, training and start-up activities into the broader execution plan.

Coordinate information and completion evidence

Define the records and evidence required by receiving teams. Establish processes and systems to track documentation, outstanding work and readiness status across owners, engineers, suppliers and contractors.

Prepare operating and maintenance resources

Develop the system-specific understanding and working practices necessary for operation and maintenance. Coordinate technical training and preparation with the equipment, controls and operating arrangements that personnel will use.

Coordinate commissioning, start-up and acceptance

Assess readiness and coordinate the remaining work across participating teams through commissioning and start-up. Identify unmet requirements, outstanding commitments and unresolved uncertainty, and develop recommendations for the owner’s readiness and acceptance decisions.

What you receive

Defined readiness requirements

An explicit basis for assessing the conditions necessary to proceed through turnover, commissioning and start-up.

An integrated transition plan

A coordinated sequence linking systems, responsibilities, information and resources with the overall project schedule.

Completion and readiness status

A common view of completed work, required evidence, unmet requirements and outstanding commitments, with their implications for subsequent activities.

Prepared owner resources

Technical training and practical application that strengthen operators’ and maintenance personnel’s understanding of the systems they will manage.

A documented basis for readiness decisions

Assessments that connect established conditions, remaining uncertainty and contractual requirements with the decision to proceed.

A few useful questions.

When should Sand Hill become involved?

During development, while operating requirements, responsibilities and the execution approach can still influence project decisions. We can also enter an active project to assess readiness and coordinate the remaining transition work.

How does this differ from Outage Planning & Execution Support?

Outage support coordinates work within a defined interruption to operations. Operational readiness addresses the broader transition into operation, including new facilities and expansions. The services can be combined when an outage includes significant turnover, commissioning or start-up requirements.

Does physical completion mean a system is ready to operate?

Physical availability is necessary but may be insufficient. Resources, information, operating readiness and contractual provisions also require consideration. Sand Hill coordinates those dimensions so the decision to proceed reflects the condition of the whole effort.

Can Sand Hill establish a turnover system if we do not already have one?

Yes. Sand Hill has developed independent turnover, start-up and commissioning systems for owner projects. We can establish a structure appropriate to the engagement and coordinate information across the owner and participating organizations.

How are readiness and acceptance decisions managed?

We establish review and approval responsibilities with the owner and participating organizations. Sand Hill assesses readiness, identifies unmet requirements and outstanding commitments, and develops recommendations for the next transition. Formal acceptance and binding contractual decisions follow the agreed owner approval process.

Specific deliverables, authority, staffing and acceptance requirements are established in the engagement scope.
