Sand Hill translates strategic objectives into executable scopes, establishes responsibilities and leads project and organizational initiatives for owners and contractors. Our engagements span owner representation, project and program leadership, external project management office (PMO) services and organizational transformation.

We develop individual and organizational capabilities, including the governance, processes, systems and technical understanding required to deliver projects and improve business performance. Engagements can address a focused capability need or form part of a broader organizational transformation. We use integrated planning, cost and risk control, and ongoing assessment of progress and remaining work to guide execution and client decisions.

Jesse brings more than two decades of experience partnering with owners and leadership teams to strengthen organizational capability and turn strategy into practical action. His work spans portfolio governance, organizational transformation and project leadership in capital-intensive industry and public infrastructure.

At Sand Hill, he helps clients translate corporate priorities into investment decisions, effective management systems and executable scopes. His experience in project development and delivery provides a practical understanding of the responsibilities, information, resources and controls required to move from strategic intent to coordinated execution. That experience informs how organizations establish priorities, manage uncertainty and maintain control of cost, schedule and performance.

Jesse works across people, processes, systems and technology to build capability that supports immediate delivery and sustained business improvement. His background also includes teaching project management in higher education, complementing his consulting work in training, governance and organizational development.

Mark Jacobs

Partner & Principal Consultant

Mark brings more than two decades of experience in engineering, project management, field execution and project controls. His background includes LNG facilities, power generation and industrial process systems, with responsibilities spanning project development, procurement, construction and commissioning.

At Sand Hill, Mark develops and implements the processes, data structures and management systems that connect project scope with planning, cost, risk and performance. His work includes scope definition, integrated planning and scheduling, cost forecasting, progress measurement, change management, and contract development support. He structures project information to serve the needs of engineering, operations, finance and asset management throughout the project lifecycle.

Mark combines technical understanding with practical delivery experience to help owners and project teams assess remaining work, financial exposure and execution constraints. His contribution strengthens the information and controls necessary for informed decisions and predictable project delivery.
