Developing a project from initial concept through delivery

Sand Hill helped create a complex industrial project from its initial concept, working alongside two internal client resources as the initial three-person team. The engagement extended through project delivery and continues through capital deployment at the operating facility.

Sand Hill's contribution

Initial conceptualization and development

Sand Hill helped develop the project from its initial conceptualization as part of a three-person team with two internal client resources. Sand Hill recommended the project delivery method and developed the contracting structures and plans, together with initial estimates.

Sand Hill developed assessment models for selecting the balance-of-plant engineering partner and construction partners, and assisted in negotiations with original equipment manufacturers. Sand Hill also led development of the general contractor contract and the negotiating positions used with the final three bidders.

Engineering management

Sand Hill provided the engineering management platform, performed quantity analysis, ensured alignment of data and documentation, and guided the engineering priorities through the master integrated schedule.

Project controls and information management

Sand Hill built document control and scheduling environments, together with cost-management and risk-management systems, to establish a common basis for managing project information, commitments and execution.

Agreement formation and contract administration

Sand Hill participated in agreement formation to establish contracts that could be effectively administered and controlled during execution. Sand Hill reviewed and approved agreements before execution; the owner retained procurement responsibility, executed the agreements and held all contracts.

Sand Hill managed more than 500 contracts, addressing contractual responsibilities, damages, liens and claim documentation, invoice review, and the management and routing of requests for information.

Expediting and site logistics

Sand Hill established expediting, logistics and laydown tracking to maintain visibility of equipment and materials required for execution. The engagement also included audits of site access logs.

Construction completion and commissioning

Sand Hill provided electrical construction managers for complex drive systems and managed checkout and commissioning activities. Sand Hill created the asset management, punchlist and turnover systems and led the execution of punchlisting, handover and package sell-off.

Executive reporting and communication

Sand Hill maintained regular communication with client executives and leadership and produced all project reporting to the executive team.

The outcome and continuing contribution

The project was completed on time and on budget. The facility is one of the most profitable in the owner’s fleet. Its capital cost per unit is among the lowest for comparable facilities in North America, measured against both production capacity and actual production.

Sand Hill maintains a presence at the facility and continues to contribute to capital deployment, bringing knowledge developed during project execution to subsequent investment and delivery decisions.

How this work connects

The engagement connected initial project development with leadership, controls, information management and contract administration through construction completion and operational readiness. Sand Hill’s continuing presence carries project knowledge into subsequent capital deployment at the facility.
